Ensuring that the parties to administrative proceedings are actively involved in them is essential for the protection of their rights, as it provides the opportunity to influence the proper determination of the facts and the application of standards under substantive and procedural laws. Failure to comply with this principle constitutes a material defect in the proceedings as well as any administrative acts issued as a result. Derogation is only possible on the basis of specific provisions, due to important public interest. The death of a natural person and lack of knowledge of the whereabouts of the party forces the authorities overseeing the proceedings to determine the successors of the deceased and to ensure representation of all absentees. Their implementation requires cooperation with other bodies and entities, whether national or foreign. The key aspect is to obtain information and documents. However, one is bound to face certain obstacles due to the lack of simple procedures for access to information resources, and linguistic barriers. Electronic public registers, which enable rapid and simple exchange of information and documents, are an important improvement in EU Member States. However, direct access to those registers requires the development of specific administrative cooperation mechanisms. The existing regulations may create interpretation difficulties, exposing the authorities to allegations of tardiness/inaction or failure to provide legal successors of deceased persons or absentees with appropriate representation. The provisions on the company's succession management and the representation of deceased persons and persons of unknown place of residence are an important facilitator in ongoing proceedings.

The reduction of the employed crew and the improvement of efficiency, concerning the auxiliary work, provoked the mine management to develop, together with the manufacturer, a mobile machine that will be used for all work related to the maintenance of excavations. A large amount of support work, due to the increase in the depth of exploitation, results in an increase in number of works related to the maintenance of excavations and, consequently, with the involvement of bigger staff. The MWW-ROBOCOP mobile multifunction car was created not only to increase the efficiency, but also to increase the comfort of work through the use of low mechanization or the possibility of commuting in all conditions of the underground mine. The complexity of the additional accessories, used in MWW-ROBOCOP, makes it versatile, not only as an auxiliary machine, but also as a universal transport device that does not require a track, can carry out the necessary amount of materials to the work site and does not require special excavation for inspection and repair.
