The thermal phase change coefficient of humidity is often used to predict the climatic conditions in mining excavations, where it has a crucial impact. In the paper, on the basis of the results of measurements from two longwalls, there was examined the influence on this parameter such factors as: temperature, humidity and flow velocity of ventilation air in the cross-section of the longwall inlet, virgin rock temperature and the time of longwall ventilation. The importance of selecting the value of the mentioned coefficient in order to the correctness of climate conditions prognoses was also discussed. Air humidity, in analysis represented by the Guchman number, is the factor most strongly related to the formation of the thermal phase change coefficient of humidity. On the basis of the collected data an empirical relation (3) was derived, which includes the number of Guchman and the air velocity in the cross-section of the longwall inlet. In longwalls ventilated in U-system and excavated in similar mining and geological conditions, with a real daily progress not exceeding 5.50 m, the prepared equation enables to estimate the value of the thermal phase change coefficient of humidity quite correctly.

The article indicates which public administration authorities supervise and have control rights over the operation of mining plants concerning environmental protection. Therefore, it provides information about environmental protection authorities (decision making authorities of communes, starosta, marshal of a voivodeship, the regional director for environmental protection), mining supervisory authorities and the Environmental Protection Inspectorate. At the same time, it indicates that, among those above mentioned, only the mining supervisory authorities, starostas and marshals of voivodeships have the power to supervise and control the operation of mining plants. All of them can act as subsidiary prosecutor in cases of offence, as well as conduct enforcement proceedings concerning non-cash benefits or can apply to the enforcement authority as a creditor with an appropriate writ of execution. The article highlights the need for individual authorities to respect their subject matter jurisdiction, an example of which is the power of the commune head to issue an order to remove waste from the excavation (a place not intended for storage) based on a special provision regulating issuing the remediation of irregularities in the operation of a mining plant by the mining supervisory authorities.

The statement presents preliminary experience concerning the implementation of the research and development project "Samodzielna Obudowa Kotwowa w Chodniku Bw-1n badawczym w pokładzie 401 w JSW S.A. KWK »Budryk«" (independent rock bolt support for the Bw-1n gallery in the outcrop 401 in JSW S.A. KWK »Budryk«), in cooperation with research units and vital manufacturers of mining machinery and equipment. From autumn 2018 to April 2020 as part of this project, research was supported by the imported Joy Global Bolter Miner (Fig. 2, 3). The machine was adapted to the requirements of the regulations in the country, and the assembly chamber in the underground excavation KKW "Budryk" was designed and constructed (fig. 4). A design of an independent rock bolt support in the Bw-1n gallery was made (Fig. 5) and approx. 550m of the excavation was drilled. 44 stratification meters for ongoing inspection and 3 measurement stations for periodic inspection were installed (fig. 2, 3). The experience concerning excavation and exploitation of the Bw-1n gallery can be considered as optimistic, regarding the future of this vital for the improvement of safety and efficiency of operations such as opening-out or development in Polish mines project.
